A magna cum laude graduate from the University of Kentucky with a B.H.S. in health services management & from Eastern Kentucky University with an M.P.A. with an emphasis in community health. In May 2001, Ms. Moore joined the White House Clinics as the Berea Clinic Manager and soon became the Compliance Officer, then Chief Operating Officer and Chief Executive Officer in 2012. Ms. Moore has led efforts to increase the organization’s stewardship and involvement and accessibility in local communities. Under her leadership, the organization has also opened new locations in Rockcastle and Garrard Counties and established its first school-based clinic at Berea Community Schools. Ms. Moore is Certified Medical Practice Executive and has served on numerous community boards including Berea Chamber of Commerce Board of Directors and the St. Joseph Foundation Board of Directors. Ms. Moore was recently named to the Board of Directors for the Kentucky Primary Care Association. She currently lives in Berea with her three children.
Eastern Kentucky University grad with a Bachelor’s Degree in Environmental Health with an emphasis in Public Health. She was promoted from Dental Service Line Manager to Clerical Service Line Management to Chief Operating Officer where she is responsible for day to day organizational operations. She supervises departmental managers to ensure optimal and effective workflows throughout the clinics. Throughout her time at White House Clinics Mandy has coordinated the organizational OSHA program; organizing new employee and annual trainings, maintained recordkeeping, and developed organizational protocols to ensure OSHA compliance. Mandy also oversees the organizational Emergency Preparedness efforts.
Laura Click graduated from Texas A&M University with a Bachelor’s Degree in Psychology, and went on to earn her Masters of Social Work from The Catholic University of America. Laura has been a Licensed Clinical Social Worker in the State of Kentucky since 2013 and has provided behavioral health treatment in a variety of settings throughout her career. Laura joined White House Clinics in 2017 as a Behavioral Health Provider and assumed the role of Behavioral Health Director in 2018. Most recently Laura has stepped into the executive team, taking on the role of Chief Project Officer. Laura is passionate about expanding health center services and improving the integration between disciplines to better promote the whole person health of patients.
A native of Illinois, Dr. Halcomb obtained a doctorate in Health Promotion from the University of Kentucky (2010), a master’s degree in Nursing from Georgia Southern University (1991), a bachelor’s degree in Nursing from Hawaii Loa (1988), and an Associate of Science in Nursing from the University of Hawaii at Hilo (1987). Dr. Halcomb has worked in federally qualified health centers across the nation since graduating as a FNP in 1991. Along with her clinical work, she has also taught nursing at the undergraduate and graduate level for more than 20 years. She has presented at the state, national, and international level on topics regarding Nurse Practitioner education, transitioning from education to clinical practice, and the mentoring of new providers. She has served as a clinician for White House Clinics on and off for the past 20 years, providing care to health center patients across the service area. During her tenure, Dr. Halcomb has often lent her expertise and clinical perspective to the administrative and operational efforts of the organization. In 2022, Dr. Halcomb accepted the Interim Medical Director position and has provided insightful input to White House Clinics’ most senior leadership. She is a champion for successful collaborations among patients, medical providers, and the care team and strives to make positive impacts on the health of our communities.
A Richmond Kentucky native, Dr. Blackburn received her Bachelor of Arts degree in Chemistry from Eastern Kentucky University in 2006 and her Doctorate of Pharmacy from Ohio State University in 2010. Her professional interests include diabetes education, anticoagulation management, medication management therapy and preceptorship. In her spare time she enjoys spending time with her family and friends, reading a good book and cheering on the Kentucky Wildcats.
Melanie Kilpatrick serves as General Counsel for White House Clinics and the Director of Human Resources. Ms. Kilpatrick also practices law in the areas of employment, education, and mineral and energy law. She has authored articles and given presentations on topics of interest relating to workplace safety, employment law and educational institutions. She is experienced in arguing appellate cases before the United States Court of Appeals, the Kentucky Court of Appeals and the Federal Mine Safety and Health Review Commission. Ms. Kilpatrick has been admitted to practice before the Kentucky Supreme Court, the United States District Court for the Eastern and Western Districts of Kentucky, and the United States Court of Appeals for the Fifth, Sixth and D.C. Circuits.
Ms. Kilpatrick serves on the Board of Directors for Radio Eye, Inc., Friends of Coal, and the University of Kentucky Law Alumni Association. She serves on the Board of Trustees and on the Scholarship Committee of the Energy & Mineral Law Foundation. She has been recognized in the listing of Kentucky Super Lawyers from 2012 to present and the listing of U.S. News – Best Lawyers from 2020 to present.
